Planning Permission Non-determination PART2

I'm not complaining, I'm asking what is happening, I want someone to speak to me!

It was six days ago my last email Wessex, also I sent the email off five minutes ago and have now received a reply from her line manager who is sincerely sorry for the delay due to Sophie being out sick, she has assured me that she is on the case and does not take my application as being trivial, I am thick skinned but when they don't reply what are my options?

A planning officer off sick! Just you wait, she'll be back 2 days and then she'll be on holiday for 2 weeks, then she'll be on a 2 day diversity awareness course and of course she doesn't work Fridays and then guess what? She'll be off sick again and the merry go round just keeps spinning.

The saga continues, I've been trying to discover exactly what I can do under PD, coming out from the rear wall 3,000mm no problem, I'm having difficulty with the extension to the side, can I take into account the shed when I extend as it is part of the original house?

Could someone please explain how PD works please, do I need to submit plans to the council? Is there a fee involved? Or do I just get the plans drawn up and submit them to Building Regs?
