providing power to a moving kitchen island

Bumper car grid on the ceiling and a pole on the island.
Then you could wheel the island anywhere (or drive it)

I think he has rejected it because he doesn't want to leave a cupboard door open to enable the lead/flex to peak out.
He seems to be a very fussy man :)

It would be very easy to have a tiny slot in the edge of the cupboard door, drawer front or whatever for the cable to come through when in use, with the door or drawer closed!

Kind Regards, John

Minor details! Elf an safety gorn mad
It (or, more to the point, people's perceptions and misconceptions about 'it') certainly sometimes seem to have 'gorn mad', but in this particular case I might have a fair bit of sympathy for the 'minor details' :)

Kind Regards, John

Personally what I would suggest doing is having a fixed flex and locating one of the sockets on the mobile unit so it could be used as a place to store the flex when not in use.

Get an old vacuum cleaner and rob the self retracting cable reel, mount that inside the cupboard.
