In these cases. How would your neighbour electrican change his CU ?

Work live and disconnect tails from meter ? Or use meter isolator where fitted

Yes, he does - but on your side, from your description you have a TN-S installation which uses the sheath of the cable for the earth and the test results would probably have been fine. It appears that this has not been extended to your neighbour. So we would really like to see a picture of the earthing arrangements on your neighbour's side.

I dont have access to next door as the landlords electrician has looked into this and has escalated it to the DNO, the leccy has said earth impudence test is sky high next door which suggest improper earthing.

I suspect he has some isolater as a new circuit would have been fitted in 2006 when they had the loft converted.

Maybe not, for another bedroom or 2 in the loft it's common to extend the upstairs ring and linhting circuits.

Therein lies the problem, if the fuse blew feeding the next door house and no one had access to it, you’d be without power until access can be given or be on some sort of temporary/generator. Also the supply being so old may of never had the earth connected in the T joint on the main. Again DNO need to look into it
 
EV chargers cannot be installed on looped supplies.
I'm under the impression it's on a different phase. But I know of at least one that is.

It looks to me from those photos that there is no provision at all for an earth to your neighbour's property. The DNO is not obliged to provide an earth - it may be that they never did, and the other property should have been equipped with an earth rod from the beginning (TT earthing system) and that this was overlooked - i.e. that property has never had an earth connection to anything.

I guess it's possible that they did provide an earth initially but that someone removed it and then took no steps to "TT" the other property. It is also possible the the other property does have an earth rod, but that this or the connections to it have deteriorated.

Without seeing what is on the other side of the wall, we can only speculate.

Does that look like the right type of clamp for the earth - or just a DIY job with the wrong clamp ?
 
Another quick question, the neighbours sparky wants to clamp off the existing earth connection from the main supply, is this the correct way?
