joining cables - whats allowed

Where I worked, they had conduit with lighting points

so we could lift the suspended ceiling panel and unplug the lamp and plug in a replacement so disrupting the office as little as possible when we came to repair a broken lamp.
 
is this acceptable, something I did 25 years ago and still sound as a pound, but does it conform

cable cant pull out but used a choc block - someone told me these are not allowed
