Regardless of whatever statute was in place in any particular country/state and regardless that in another country/state the statute was different?

If someone had raped you in the 90s, why report it 20 years later? That's the bit I don't understand. Surely you would report it immediately.

My point is not about whether or not I agree with it, my point is that he has not been convicted of rape, which he hasn't. If he had been convicted of rape then he wouldn't just be paying a fine. He would and should be sat in a prison cell.
