I think there may be some media spin on this. There is a well established process for serving on people in office in the US.

Also the alternative (that we have) allows bad actors to deliberately serve on incorrect addresses to obtain default judgements so that the first the person knows is when someone turns up and lifts their car off the drive.
AI says that if they're being sued as a private citizen then the rules are the same as for anyone else. Which means you can't just hand the papers to a random agent or to a branch of the government.

Spin or not, the correct people are using the system to avoid service, when their lawyers could perfectly well do it on their behalf, That is gaming the system as much as deliberately serving the wrong address (a form of fraud).
