Yes, across my drive my neighbour has an electric cable suspended by a taught catenary wire from his house to his garage to supply power, not much I suspect, just lights and some sockets. This cable and wire are about 8 feet from the ground.
Nothing has to comply with BS7671 (IEE wiring regs). BS7671 is non-statutory.
Part P is statutory in England and Wales. BS7671 can be used as one method to comply with Part P.
However you'd probably be be better off looking at your deeds to see what rights he has re the drive. He may have rights of access but probably not to run an overhead cable if the drive itself is a part of your property on the plan of your property.
