The US was there, so not sure why we didn't attend. Looks like Global Britain is another marketing slogan devoid of any strategy.

OK, I'll bite.
I would imagine it's a warning shot from Boris. The majority (I've read somewhere as high as 90%) of European Intelligence, particularly counter terrorism intelligence comes from the UK, Mi5, Mi6, GCHQ.
