Ahh ok a fused device which will limit the load to a maximum of 13A regardless of how many heaters you decide to plug in to it then.

Not all 4 way splitters are fused, though their plug will have a 13 amp fuse. 13 amp fuses don’t limit the current to 13 amps. They will take considerably more before failing.
