Not all 4 way splitters are fused, though their plug will have a 13 amp fuse. 13 amp fuses don’t limit the current to 13 amps. They will take considerably more before failing.

Will a 13A fuse fail before a 1.5mm² cable?
 
If you don't feel able to answer that question without risking lying, one has to wonder what questions relating to anything electrical you know enough about to be able to answer.
