1 gang dimmer

Turn off the power.

Remove the dimmer switch.

Position the wires so that they are not touching each other, or anything else (they're rigid, so should stay where you position them, but wrap the bare ends in insulation tape if you aren't sure).

Turn the power back on.

Q1: Does the light come on?

Turn the power off again, and join the wires with a piece of choc-block.

Turn the power back on.

Q2: Does the light come on?

Q3: Why are you replacing the old switch? Was it working OK?
 
Did you change the light fitting at the same time you changed the dimmer? (or around the same time)

My money would be on you not wiring the new light properly (especially because of you mentioning 'neutrals' at the light switch)

That would explain why the dimmer isn't working.
 
I'd also like you chance my arm further by suggesting that what you've done is to connect all the reds and all the blacks together in the light fitting.

Not all black wires are neutral, some are switched lives.

That is why I think your light isn't working. If it were a normal switch then operating it would blow a fuse/MCB as you would crowbar/short circuit the mains. With a dimmer, it will either be destroyed, or may not do anything.

Am I correct? Did you install the new light fitting at the same time? If so, then that's your problem, the dimmer is/was fine all along.

The light fitting is also new. Theres two red wires wrapped together and two black wires wraped together. The light fitting has 4 blocks L, E, N and 4th block provided for loop termination.

If the former, did you wrap them together like that, or is that how they were when you removed the old light?

2) This light requires an earth connection. Your lighting circuit doesn't have one, so you must not fit the new light.

The lighting circuit has 2 red wires, 2 black wires and a earth. Ive left the wires as they were from the previous light fitting.

Wrapped red wires to L, wrapped black wires to netural and earth to earth.

That is wrong. One of those black/red pairs will be the switch cable, the other will be the supply.

As it is, the switch is connected across the supply, so any dimmer will be instantly destroyed.
