13 amp / 2.9 KW Hob installation on a 13 amp plug?

You may be right, although I'm not sure of the scope of the regulations and guidance - do they perhaps only relate to 'portable' items?
Here is a quote from the guidance: Excluded from the regulations....
Any appliance which is intended to be permanently connected to the
fixed wiring of the mains system other than by means of a plug and
socket.

My reading of the MI specifically mentions the plug, IMHO, they should have provided one fitted.
Fair enough. In that case, if (despite what many people would probably do) the manufacturers "do not intend" that the appliance be hard-wired, then you're seemingly right in saying that. per that guidance, it probably should have been supplied with a fitted plug (for the like of me to cut off and throw away!).

Is it merely "guidance", or what the legislation actually requires?
You'd have to ask riveralt that. He quoted it to me as 'guidance', but without being more specific about its source/nature.

Does look to me as if the fact that they say connect it with a plug and it's a ≤13A load means that they are required by law to provide a suitable plug.
