What does BS7671 say about it? I do not have a copy and I did not find anything about the matter in the IEE Wiring Regulations. I might as well solder the connections to avoid providing screwed access doors in the ceiling. I do not see how you can locate and remove tiles or T&G floor boards upstairs to get to the boxes. The books about electrical installations I have tell you to hide the boxes in the void between the floor and ceiling below. They don't say anything about removable covers. If you need ready access to boxes hidden in the ceiling, then they are mostly useless.

In any case, I am producing drawings, showing the location of everything in the circuits, for my benefit and that of the future owners of the house. That's what the Home Information Pack wants anyway.

"..............every connection and joint shall be accessible for inspection, testing and maintenance"

The above reg does not include those joints deemed permanant (eg crimped, soldered, compound-filled etc)

A variation of the access subject. If you have items with screw connections, like the JBs and transformers we discussed, placed in the roof space and you have an access hatch to this space, does it count as available access to these connections? This is if the items with the connections are located above the ceiling insulation (cold roof)

I would certainly call that access. You don't even need a screwdriver to lift a bit of floorboard.
