2 x 100A cutouts?

I've seen a few of these on large town houses and just wondered what they are exactly and why they're needed.
Are they to give the opportunity to expand the supply or extra protection etc, or are they something else entirely, or just a different setup I haven't seen before?
I don't know why there's a tail going in but nothing coming out :oops:

It might not be 100A even if it says so on the carrier. 60A double heads are quite common around here - albeit they're alot older than that. Maybe it was 2 flats before??
