hi, do they sell a 25mm mdpe self cutting tee, like they do for 15mm copper pipe, I think they call them self cutting taps.

Never seen one - what are you trying to achieve?
cutting a tee in to a 25mm mdpe pipe were there is no play on the pipe to get a normal tee on it. Do they sell sill sockets/ tees for mdpe pipe like they do for copper?

If you cut the pipe what stops you from inserting the tee?
Not enough play on the pipe to get the tee on both ends

Cut further along the pipe and at the point you need the tee
Insert T and then a coupler to rejoin the other cut
