In order to terst properly and record the result you need to test the individual phases between each other and Neutral and Earth...anything short of that may be adequate as it would show any shortcomings, but it is not the accepted method for the recording of those results.

For a quick test to ensure there was no fault on a circuit you have problems with..it would be ok, but not for commissioning testing or even a true PIR.
 
You can do an insulation resistance test on a 3phase distribution on purely the tales
L1+L2
L1L2+L3
L1L2L3+N
L1L2L3N+CPC

Testing of course in 'M' ohms.

but if the reading is low i.e. less than <99.99 M Ohms

Then each circuit should be tested individually using the Insulation Resistance test

Only as a basic quick test, this would not be sufficient for commissioning or PIR purposes.

incase your not aware, CPC is the technical term for earth, which he did mention to test between
