What's tp say that the neutral hasn't become detatched etc after the supply was installed / inspected tested?
 
I'm making no assumptions, but, even ignoring all the other little indicators, I doubt very much that the CU earth bar installed itself badly and that a screw from the SWA enclosure lid unwound itself.
 
try and get back to the point where that flats single phase supply branches off the three phase system and do voltage and do loop impednace measurements on all combinations (prefferablly including phase-phase measurements but check your tester is capable of taking theese before you try it).

a bad neutral in the three phase part of the system is my bet.
