It'll be more than that. You're thinking of Public Liability.

An "interesting" one today... lighting circuit, everything turned off, (on all circuits and disconnected) but 85 Ohms L to N resistance, (thats 600 Watts),

It is only true if the load is purely resistive, if it is something like a doorbell transformer the load will have inductive reactance hence will not be pulling anywhere near 600w.
What is the reading with a clamp on ammeter?
