the fans are Get230volts 28 watts and they are 3amp fuses

They should not blow a 3amp fuse. 28watts is less that 0.15 of an Amp.
You must have a wiring fault somewhere.
Does the fuse blow if you remove the connections at the fan end (insulate them before turingh the power back on?
