I am wanting to fit some skirting board that is 8 1/2" in height.
What is the best way to cut it?

Obviously I dont have a large chop saw.... Do I need one?

I assume you mean for the mitres, Mark your cut line down the face then on the thick edge9opposite to the molding mark your 45 hold your squre along this line and use it as aguide for your saw cut down as far as you can using the squaree as a guide and after that carefully cut down the face line being careful to keep to the 45 degree angle a block plane can sort out any minor discrepancies.

A circular saw and use a roofers square with a G clamp as a guide.
