A rising Real Wood Floor

I recently had fitted a Solid Oak Real wood floor and have issues with it.

had it fitted by a Polish general Builder who put it down seemingly okay but it has started to rise up in places with expansion. I have had him back once to lift it and take some wood out but now it is rising again in the same places.

It is solid wood T&G and he did not glue it together but just glued it down to the green felt underlay that i bought to lay it on top of.

Any ideas why it is rising up still? it was layed 3 months ago now

First of all you don't glue wood to the underlay unless its a self adhesive underlay ( elastilon ) You glue the tongue and groove if using underlay ( floating method ) Or you glue the wood to the subfloor with no underlay.
Also what is the maximum width or length of the flooring and what type of subfloor is it? ( concrete/wood ?) How old is the subfloor? Take it as you had a builder fit your flooring you have had some building work done as well? When was the last wet works finished? ( plastering etc)
 
The wooden flooring was put down after old carpets and parque flooring was removed. the two main rooms are floor boards underneath but the Kitchen, extension and utility room are concrete that has been down over 20 years.

i want to try and figure out the cause of the wood rising and stop it. he put the felt underlay down ontop of the concrete, is this okay? or should it have been one of the plastic underlays ?

He has kind of used glue to the underside of the wood to stick it to the felt underlay. is this wrong then ? Should i take it back up and glue i the T&G ??

Where's it lifting? Over the concrete or over the timber subfloors. Any expansion allowances at the edges.
