If I were a gambling man I'd put a penny on this being the old immersion heater supply on its own 15A or 16A radial and the [3A?] fuse was added when immersion changed to boiler. Do you have a fuse or breaker in your consumer unit [fuse box] marked immersion or boiler?

The basis is probably correct though. Does a fixed load like an immersion still require its own exclusive feed?
Did it ever? The recommendation is only that it should not be on the socket ring circuit.
Looking t the picture my ( ancient ) eyes see the lead from the round pin plug going to the pump.......
Yes that is correct, the immersion heater has its own switch
Indeed - and there isn't even a corresponding recommendation in relation to a radial sockets circuit.
