Adding socket and plug to panel heater

In my all-electric flat I have a 2 panel heaters (Nobo electro 1250w 230v) installed. They are quite old and are wired directly into a socket in the wall. I would like to re-wire them and add a plug and a socket, rather than directly into the wall. I would like to add a timer and also measure the real power consumption over a period of time. Is it possible to just get a plug and a socket and change it?

An electrician once told me that it was entirely possible and the only reason they were wired in was so that people wouldn't move them.

Why would you want to do that?
 
The answer is probably Yes.

The answer might be No if the circuit they're connected to isn't suitable for 13A sockets, e.g. as the heaters are ~1kW each they may have been wired on 5A or 6A individual radial circuits to use a thinner cable, which would be unusual bit not impossible if someone was trying to skimp on the job.
 
The reason is that I want to use a timer and measure the power consumption as to heat up this flat is costing me a lot.

I don't think your landlord will be very pleased about you modifying his heating system. I am afraid it is a fact of life that electric heating is dammed expensive, not an expert on them, but perhaps portable calor gas heaters might be a cheaper option.
