When completing certificates if the protective measure against electric shock is not ADS, what should be stated?

Please read the legal requirements of Regulation 16 of the Electricity at Work Regulations 1989 - preferably before you get offended - you may well be committing an offence every time you go to work.

I am still learning hence why I am still asking. Not once did I say I was competent. Some things I am still unsure about which is why I would rather find out now before declaring I'm competent.

prolific earthing of everything that's metal and could become live in the event of a fault..
basic insulation of live parts...
etc..

if you're stupid enough to take the front off a busbar chamber and grab an un-insulated busbar that's "protected" with a 200A fuse ( or breaker for that matter ), then you're going to get a hefty, and very likely fatal, shock...

The EEB was "earthed equipotential bonding", this is still required although they dropped it from the name. Something to do wih bringing it more into line with europe I believe.

Reminds me with an arguament I had with an assessor - he tried to tell me it would be more fatal to touch a 1000A busbar than the wiring in a light switch. I told him that owing to the amount of current which is required to kill (about 0.1A) you it didn't really matter where in the system you touched metal!
 
EEBAD is simply the pre-17th Edition name for ADS. "EEB" is not a protective measure in its own right (whoever suggested that). Nor is it earthing metal (it is BONDING extraneous conductive parts and to MET).

Other measures include Earth Free Local Equipotential Bonding etc. but they are very unusual and it would need to be a well-controlled environment.
