I'm not against getting an electrician involved, but I am not able to find one willing to get involved. I'll ring around tomorrow. I just can't afford the time or expense for a major rewire, especially this time of year.I think you probably need to leave the Shelley in a box on the shelf if you're not going to get an electrician involved.
I'm not keen on drilling below the meter box because that's obviously where the incoming supply and fusebox tails run and the concrete lintel visible at the bottom of the picture is the Gas supply and meter cabinet.
They already have a smart meter.A simple solution, would be to request, and have installed a smart meter.

Other than perhaps in some relatively new houses (with situations like yours), the meter tails are usually very accessible, so there is rarely a need for a non-cabled connection to the CT clamp.I did look for battery powered clamps but only found some sketchy information about a chameleon CaT-clamp
