1. Amtico vinyl flooring
2. Amtico PH and HT adhesive to stick it down
3. Forbo Quickfit mdf smoothing out flooring ( for a warmer/soft feel )
4. forbo dpm/foil underlay - to replace a liquid DPM + for added heat retention
5. Cementone Cempolay self level screed 15mm thick or less.
6. liquid DPM - something that is suitable and compatible for the cementone - cempolay self level cement "Laybond"??
7. A primer to seal in the dust/old concrete and make a key for the self level cement to bind too

You can't use a water based screed under a liquid dpm mate. So either change the screed to a moisture tolerance screed, like bostik laybond ulimate.
Also you can't use a water based primer under a liquid dpm either.

So maybe forgot the liquid dpm an just usr the Forbo board system or
Screed with a moisture tolerance screed
Laybond one coat membrane , 2 coats needed.
