I noticed that, i assume he mounts the wiska box higher so it drains out at the light end.
To be honest i have sleeved them in kopex at pubs, but i use a flex gland at the box and leave both kopex ends open
The lights sometimes have a sealed flex gland and not always 20mm thread , i suppose you could compose something to seal it still using a kopex gland, but its likely water will get in eventually and work its way back to the box. The flex is designed to really just lay surface i suppose, the black copex i fit is just for a bit of added protection from the gardeners and the water can drain out either end..
For bigger lights i would likely kopex gland both ends and usually drill a hole in the boxes bottom face to let any ingress out

Apparently they always do that on the makeup videos, the girls start off saying something useful then just after a few months they get the freebies and the whole channel is useless
Yes anything before the cu tails would have to be sorted by the supplier or dno. They may charge the householder if it was damage caused by their negligence.
