Does anyone know the name of the software that the TV news programs use to provide animated visual demonstrations?

There was a series on the Sky channels a few years back called The Garage which used the same type of software to explain how bits on a car work.

Would it be adobe after effects? This is quite common for animation and for special effects in TV and movies also.

There are many programs used for animation, the only ones I use is Photoshop and Adobe After Effects.
Don't know if they are what you're looking for but it may help.

Absolutely, but it's a difficult software to master

From looking at After Effects screen shots, it seems to be similar to

www.blender.org

Blender is freeware I believe.

Blender is awesome but has one heck of a steep learning curve.

I use it for Non Linear Video Editing
