In her letter to Starmer she said she did not know they needs a licence.
Quite believable - she wasn't the one doing any of the work to let the property, her husband was.
And just like the electrical safety check, the agent said he'd arrange it.
Do you think that there should have been a conversation in their house along the lines of
"Guess what, darling, we need to get an electrical safety certificate, and the letting agent we are paying are going to organise that."
"Guess what, darling, we need to get a licence, and the letting agent we are paying are going to organise that."
