And just like the electrical safety check, the agent said he'd arrange it.

Do you think that there should have been a conversation in their house along the lines of

"Guess what, darling, we need to get an electrical safety certificate, and the letting agent we are paying are going to organise that."

"Guess what, darling, we need to get a licence, and the letting agent we are paying are going to organise that."

She did.

She delegated the letting to her husband.

Her husband discussed the licence requirement with the letting agent.

The letting agent said they would apply for the licence.

The letting agent then failed to apply for the licence.

In what way does that reflect on her ability to do her job?

Strange enough, my wife asked me the other day if the property we rent out needs a fresh electrical certificate.
I do all the work but she's the owner.
Somehow she knows that she's personally responsible it, even though she delegates me and she knows I am quite meticulous with this sort of things.
Apparently our chancellor thinks that saying "Darling, sort this out", exempts her from the law...

She knew about the licensing requirements for a house in Leeds. It doesn't logically follow that she would know about the licensing requirements in all other LAs.
Her husband knew about it and left it to the agent to acquire it.
I don't discuss all my thoughts and arrangements with my partner, we have some of our own specialist areas of operation, and we just get on with it.
It's only when or if a problem arises that we'll discuss it.

Do you and your wife discuss all the arrangements in intricate details?
Or do you both have specialist areas where you just get on with the chores that need doing?
If your wife knows that you do the work, and it's her responsibility to ensure it's done, it would be strange if she did not remind you that it needed doing.
My accountant is excellent, she'll remind me when submissions, etc are due. When I've provided the figures I rely on her to submit them.
If she didn't submit them when she had agreed to do so, perhaps our contract would facilitate any claim against her for some breach of contract, or other.

Why have or use.a letting agent if they don't do the work expected

Maybe those trying to pin this on her don't trust their own partners and believe that they should be in control of everything?
 
Key word "Agent", instructed by you to perform tasks that you are accountable for. I don't know many people who trust their estate/letting agents to do anything other than collect their fees.

I think she has said, she takes full responsibility for

But it looks like an oversight, that she had or was paying for, not a deliberate avoidance.

But I accept she isn't a Tory or reform so it's the end of the world

I trust mine, it's why I pay them. I'd choose a different 1 if not
