another lining paper in bathroom query

I wonder if anyone can help with a couple of problems

I've removed tiles and wallpaper from bathroom- (room 4m x 2.5m) . The walls are lath and plaster- not in too bad a condition but number of cracks and holes and areas where possibly been skimmed and where picture rails have been etc. - wouldn't look great if just painted.

I'm planning on having area over bath tiled about 3/4 height (shower over bath) and was wanting to paint area above this (ceiling height 2.7m) and paint rest of room (also planning on fitting some 1m high T&G panels on walls)

1. Some chunks of plaster have come off when tiles have been removed- do I need to get a plasterer in to repair this before getting tiler in- or would tiler fill as he fixes tiles.

2 Also Can I just line the walls (1200 or 1400 paper) and paint with an acrylic eggshell or is this a no no in the bathroom- particularly above the tiles above bath and so should I be thinking of getting the walls skimmed?

If I went along the route of lining- could I cross line above the tiles but then vertically line the rest?

Would be grateful of any thoughts
