also the police response was very very quick(he was shot 6 mins after 999 call was made) this would only be possible if armed police were positioned close by, maybe the police expected something.

Some of the Rochdale grooming gang members absconded back to Pakistan whilst on bail, they'll never see justice, surely the authorities must have known the risk.

He wasn't from Rochdale. There's no suspicion he had any connection with those in Rochdale.
He was on bail for rape, not for grooming. He had not been charged with rape.
