Any sparks able to interpret this EICR report for me?

Hi guys in the process of buying a home and the seller has provided me with a EICR report.

Would the lack of RCD protection indicate a full rewire or can this be done non invasively?

Adding RCDs would typically involve a new consumer unit.
Rewiring not required unless the cables are damaged or are ancient rubber insulated affairs.

However you should also consider whether the existing sockets / switches / lights and other items are adequate in terms of quantities and locations - in plenty of older properties they are not. Adding more would involve some disruption and damage to decorations.
 
Need more information off the report for item 1.
Item 8 is a C3 unless there is thermal damage to the cable
Item 9 is only relevant if it’s a TNCS
 
It would seem most would be covered by a new consumer unit, as to if the work needs doing can be debated to many pages, personally I did change my fuse box for a modern consumer unit.

Smoke alarms are beyond his remit.

I agree with @flameport and @Murdochcat but you can't really put too much into a report not done for you. Normally the inspector will explain his report.
 
You'd have to see the rest of the report's pages for the full story.

Eg, what is the earth fault loop reading?
