Are these grey 8mm wall plugs suitable for masonry?

Have quite a heavy mirror to put up, and unsure whether to use the standard 7mm brown plugs, or these 8mm grey ones:

Is the above suitable for masonry, or are they usually for plasterboard? If the plug is 8mm do I use a 8mm drill bit? What size screw would be suitable?

Those are masonry plugs and are not suitable for plasterboard. They are far better than the brown ones you have. 8mm drill required.
 
Yes you can use either, easily strong enough for your mirror. If walls are sound 8mm bit, if loose then start with 7.5mm.
