Asbestos paper?

I have removed some ceramic tiles and plywood from underneath them and have discovered some white papery stuff underneath which appears to be stuck to the floorboards.
I was wondering if this could be asbestos paper backing from previous flooring.
Did asbestos ever get used like this?
