Asbestos?

Hi all - apologies for joining and jumping in with a quick question but hoping to get a bit of advice.

Ive been clearing out my garage and found that the celing (I assume a concrete slab) has been shedding white dust all over my stuff. I only noticed after a while and am naturally concerned about the presence of asbestos. A few checks on google isnt't finding anything asbestos related that look like it but can anyone shed any light from the attached picture?

The garage is ground floor in a 4 floor block of flats, probably late 60s. Im moving out this weekend (hence need some advice quick!) and the landlord doesnt know if there is asbestos in there, which is useful!

Any help would be aplreciated!

There's no way it's salt efflorescence. Zoom in on the picture and you can clearly see that it's been painted with white paint or emulsion that is peeling off, probably due to damp.
