bath and fiberglass

I got a suite from b&q and was about to fit it today when i realised that at the back some fiberglass has come away and there seems to be some sort of shiny paper there

should it be like this or should i request an exchange?

Take it back and buy one from a proper plumbers merchants who doesn't supply foreign c*** or seconds
