Unless the fan is >2.25m above floor level it will probably end up in zone 1, in which case you should stick with SELV, not 230v.

yeah unless u have a really high bathroom ceiling the fan needs to be low voltage. just put a tranny next to the pullcord, either before or after it dont matter.

Yes you can, provided the fan is rated to at least IPX4. Most of them are.
As it is a replacement, not notifiable work.
Fitting a 12v model will also need a transformer, modifications to the wiring and will therefore be notifiable work as well. What a waste of time and money.
