Most of the 'transformers' for use with 12v halogen lights are not transformers or SELV at all, just a box of electronics which creates an approximation of 12 volts.

The only way for them to be SELV if to have a proper isolating transformer (as in coils of wire type)

How can the manufacturers stamp SELV on electronic transformers if it isnt?

Aren't they SMPSUs?

In which case there is a transformer in there - it's primary isn't connected directly to the LV supply, but the secondary does produce the ELV.
