Bay tree

Hi
I have a mature Bay Tree/Bush
I have noticed on the new growth the leaves have curled up and withered on further inspection i unravelled the infected leaves and found some white small eggs I have tried spraying with a Blackfly and greenfly spray but to no avail
Any suggestions Please...

Why don't you cut back all the 'ill' leaves and branches.

Yes I have done that but when i get new growth it returns
It seems to be some sort of small caterpillar..

I'm just an amateur gardener so I know diddly about anything but maybe the RHS can help.
