Back tamper on bell box not seated ......check it doesn’t fall on a cement course ....

Tamper fault could be linked out in the panel by a link between 0V and the tamper terminal.
if the tamper is still present then it isn't from the bell box.
As sparkymarka has suggested you need to check the bell box tampers are correctly seated and closed.
If in doubt you could do this on a short piece of cable directly to the alarm panel, and manually close the tampers to prove its origins?
was the front cover put back on the new unit?
