Bit of a long shot - help for funny problem

You light switches (possibly whole lighting circuit) have no earth wires at them, those grids must be earthed too [CPC = circuit protective conductor = earth wire :) ] If that metal frame becomes live then it will remain that way as there is no return path for the fault current to take (until you touch it) :(

What makes things worse in respect to the sparky, if all the lights were working before then he has, for some unknown reason, decided to alter your dining room switch into this configuration which makes no sense what so ever :(

Dare to post a copy of the cert you were issued?
 
They do have earth, you just cant see them in those pics - sorry for the confusion.

The wierd switch wasnt changed at all by him, so I am assuming the wierdness was some how taken into account in the old wiring. Then, when he wired new switches in the kitchen, he probably did it "right" and so the wierdness came to light, as it were. Just a theory....

Are you sure!!! there doesn't appear to be one attached to the metal grid and there aren't any green/yellow sleeved cables connected to the back plates.

Furthermore, the grid switches require 35mm deep back plates - it looks like the one behind the grid plate is 25mm - it must be a very tight squeeze behind those dimmers especially with terminal blocks there as well.
