Boiler Flue on Balcony Regulation?

I can tell you he wasn't, because he's not an idiot. That looks like a Vaillant or Glow-Worm flue, and it should be cut back (by a Gas Safe Registered Engineer) so that the plastic terminal is in line with the rubber wall flange, but other than that it's fine. The boiler certainly doesn't need moving

Do tell......

In brief... All flats had a single glass brick in the exterior wall, down low, below kitchen window, behind kitchen units.
Purpose... To read the gas meter from outside!
Needles to say, ECV access and tightness test was interesting.

Surely if the ecv isn't accessible the gas board would cap it off as non compliant (if they could get in to cap it off!)
