Boiler overheating, wrong size ?

I have a Baxi sytem 100 he condensing boiler.

Recently it had an ignition problem which was sorted by cleaning the starter electrodes. Now though it keeps locking out on 'overheat'. I have found that the combustion chamber front panel seal was leaking and have replaced the seal but still locking out. Bizarrely it does not lock out if the large front cover is left off ( not the combustion chamber cover but the one taht exposes the fan etc.

I have checked the stats and thermistor as per the fault finding chart but am now stuck.

The previous house owner did say that someone had removed a jumper from the pcb to raise power from 22btu to 32btu, could the boiler now be too powerful ?

Anythings possible, but I would suggest getting an RGI in to check over the fan etc.
