Boiler won't repressurise

We have a Potterton Promax System HE Plus. Error code E1 19. As that's the code for the boiler's "low system pressure" I've done the usual open right black tap and slowly open left black tap (Which took some doing - as very stiff!!) When this happened oi our old house you could then hear water entering the pipes but this isn't happening here.

Any help anybody can give would be fantastic. We're desperate and my daughter said her nose is cold

Make sure both of those taps are off, then remove the filling loop at the boiler end, place it in a bowl and slowly open the tap, does anything come out?
You may have a frozen pipe.
 
Just done that and water comes out?

Edit: comes out as soon as I unscrew the loop?
 
The one way valve that the flexhose connects to maybe stuck, a sharp tap or poke inside with a suitable tool to see if you can free it up. Was it a decent flow from the hose?
 
Has the boiler connection where the flexhose fits got a valve screw in it? The photo obscures that fitting.
 
Yeah, it spurted water everywhere as soon as I slightly loosened it?

Is this the part you mean?

Edit: Sorry, I'm completely hopeless with this. Looks like it does?

Can you see the screw head on that fitting?

Put all the boxes back on, open the normal tap and turn that screw so that the slot is inline with the valve body, your system will then re pressurise. Take it slowly, you don't want to over pressurise
 
Seems to work but now resting at 2.8 bar (roughly?) Do I need to do something to reduce the pressure?
 
Bit high for cold, is this a hot or cold reading?

If cold bleed a rad until the pressure drops to about 1 bar. If hot wait until the boiler cools and check then.
 
Rushed around the house bleeding radiators and still no difference to the pressure (3)?

Keeps sporadically making a noise now?

Double check you have turned both islation taps fully off exactly 90 degrees across for the slots then keep bleeding I radiator even after water comes out with a bowl catching the water untill its around 1.2 bar.
 
Already taken a load of water out of one radiator. I'll try another.

I've attached a picture as I'm now having doubts as to what is "on" and "off". Is this right?

Slot should be across the pipe not inline with it. Your radiators will be a main water pressure now.
As above close them both firmly and drain some water.
Did you move any other valves than the ones on the end of the Flexi?
