Its fake. Probably staged to gain funding for bomb disposal equipment or training of some sort IMO.
Its probably a gas flash bang with no real force with the noise you hear dubbed in. A diyer could simulate that flash with some propane and a smoke bomb added in for good effect plus some video editing and anything is possible.
My sister put her head in a commercial gas oven once at work wondering why it wouldn't light whilst hitting the spark button.
Big flashbang resulted and my sis looking like a cartoon character for a while but none the worse.
That's a dummy on the ground. Think about it.
Look how many people ran off uninjured and only one dummy is on the ground who we are supposed to believe is a dead mutilated person.
