gas meter is outside. pipe enters the house under the concrete floor.
appears again under the stairs.
ok to bond from there?

Yes, bond where it enters the property and before any branch in the pipework.

if its external its good practice to bond it inside the gas meter box itself, if you arent bonding inside the box, it still wants to be within 600mm of the meter box

What if the pipe runs for more than 600mm from the meterbox to the point of entry?

Bonding in the meterbox would then result in a non compliant installation.
