that hep20 web site says that metal baths don't require bonding, but there is a earth terminal on the bottom of our bath and a sticker that it must be bonded, whose right, also what about ptfe tape on pipe joints, where is the best place to put the earth connection, before or after the joint

Metal pipes to the bath taps are considered to normally bond the bath. However there is nothing to stop you using the bath terminal in addition to the pipes.
