Well, if they get the people who did it, a lot will depend on who ends up prosecuting. If the commonwealth of Mass get to do it then they won't be able to kill them. If the Feds take over then they still have the death penalty. Sentences in the Federal Courts tend to be longer and harsher, and I'm sure the Feds will want to take over and will be looking for a law which lets them.
I can't remember the Americans topping any terrorists. I'm not saying they haven't but I can't remember any.
Perhaps they don't want to create martyrs, which would be ironic given how many they are creating abroad.

A travesty. Fortunately, these days scientific advances have made this impossible. If there isn't absolute and indisputable evidence of guilt, a sentence of execution would be reduced to hard labour.
