Bowing wall

just wondering what your thoughts were on this. Basically when it came to replacing the sash we noticed the window box had moved, which also explained the bulging plaster around it.

Anyway, when the builder was up on the roof he could see the wall bulges outwards to the left of the window, it has moved a good 2 inches and I can see it quite clearly when I am up there. the surrounding wall looks pretty straight to me.. It does need addressing and his solution is to pin up the purlins on the inside take down and rebuild the wall. Fairly straightforward, however I wondered in this modern age if there wasnt a simpler (or cheaper) way of inserting something to pull the the wall back in?? Either way its 3 storeys up, so it needs full scaf!

All i could see was an enormous white page with summat a different colour in the top left corner.
