Mark a staff with the treads. Or work to the full scale measurements.
Foundation if needed - then the first tread level in horizontal brickwork.
Next, the next tread level in horizontal brickwork, & so on taking your levels from the staff.
You will also have to consider a Damp membrane or other alternative for keeping the steps from bridging the existing DPC.
